Lord Carnarvon is
aware that the advancement by the Government of any equivalent cost to the population of Kowloon would be extensive,
that peninsula having been ceded to Great Britain as a result of a War,
and the expenses were paid by the British Treasury, and
it has always been understood that the Colony was fully justified in retaining for Military purposes all the land that was considered necessary by the Imperial authorities.
In a liberal view of Military necessities, it appears that a reconsideration of the distribution of the Troops is determined,
and that the nature of Troops stationed here will be largely influenced by the decision of the Government.
Lord Carnarvon therefore calls for a reconsideration of the tracts reserved for Military services.
